Standardization Ready to Take off in the 14th Five-year Plan

As the 13th five-year plan has been satisfactorily carried out, the sewing machinery industry, during the following five-year plan, needs to further speed up the organic integration of new generation of information technology with sewing machinery, and realize step by step the digitalization, networking and intelligence of the whole cycle of sewing machinery design, manufacture and service, for purpose of consolidating China's status as a sewing machinery power, completely rolling out the intelligent sewing program, and fulfilling the utmost goals set by the power strategy. In this process, standardization has to truly play its role in supporting and instructing the above cause, and it's of particular importance to establish a standard system that stimulates the growth of this industry. Therefore, it's high time that the industry should outline the major tasks of standardization in the 14th five-year plan.

I. Well developed top-level design

Taking into account the goal of digitalization, networking and intelligence, the major undertaking of standardization development during the 14th five-year plan is to build a standard system for the sewing machinery industry with reasonable composition, strong feasibility and continuous updates, with enterprises as the key players and corresponding to sewing machinery's features like diversity and discreteness, noted by Chen Ji, General Secretary of CSMA and National Technical Committee of Sewing Machinery Standardization. In particular, the industry is expected to draw up at least 30 pieces of desperately needed fundamental and common standards, and regulative standards for key technologies and applications in the coming five years, so as to substantially narrow the gap between it and its advanced counterparts at abroad. In other words, it has to finish a new round of combing through and burnishing the current standard system, and put in place a new one for the industry characterized by digitalization and intelligence in 2025. "In five years, take the lead in formulating 1 or 2 pieces of international standards, which will fully demonstrate the capacity of a sewing machinery power."

It's not only an onerous systematic work but also the top-level design of standardization for the sewing machinery industry to set up a standard structure that meets the demands of sectoral development. As is known, the standard system to be built during the 14th five-year plan consists of three categories, i.e. fundamental and common standards, standards for key products, and standards for smart sewing. To be exact, the first category is composed of four parts, that is, universal standard, standard for inspection review, safety standard and service; the second category covers 8 key areas including household sewing machine, industrial sewing machine, spreading and cutting machine, electro-controlled system, functional components; and the last category pertains to the interconnectivity of sewing machineries and system integration, construction of intelligent factory/workshop, smart service, application of a new generation of information technology, and things alike.

II. Clearly defined construction program

The construction is clearly divided into and defined as the following two areas: fundamental and common standards and standards for key technology and product. Descriptions in full detail by Lin Jianlong, Deputy Director-General of CSMA, is attached as below:

Regarding the first area, fundamental and common standards refer to the update of existing sewing and embroidery terminologies, the compilation of intelligent sewing system dictionary, and the definition and exposition of dataset, data structure, data handling and computer application involved in the full life cycle of sewing machinery design, manufacture and service; inspection review standards refer to the development and improvement of performance and indicator inspection and testing methods of various sewing machineries and their electrical systems, the optimization of related testing process and measures, the establishment of assessment index of intelligent sewing machineries for the purpose of regulating and evaluating the digitalization, networking and intelligence of smart sewing machinery, smart sewing factory, workshop and production line, etc.; safety standards refer to functional safety and network security of sewing machineries; last but not least, service standards refer to the set up and completeness of service standard system in sewing industry, the emphasis on promulgating regulations for pre-sale and post-sale services related to sewing product and solutions, the postulating of services standards targeting at novel business activities and requirements like supply chain coordination, remote operation and maintenance, and corresponding remark standards for service courteousness.

Regarding the second area, standards for key technology and product refer to overall standards including the whole planning and simulation design of digital factory, green factory, intelligent sewing factory, etc., and the research of standards for intelligent sewing factory modeling and simulation, for instance, information model of virtual factory, digital twin system; system and data interface standards refer to regulating and defining the internal and external network structure applied to intelligent sewing factory, and the data format, communication protocol, communication interface and program, user interface and system interface related to various intelligent sewing machineries; digitalized design standards refer to regulating and defining the model, category, database and data sharing associated with the digitalization and modulization of different sewing machineries; key process standards refer to combing through and regulating major process standards relevant to technical procedures for surface treatment of core parts, process rules of special treatment, process rules of sewing machine assembly, etc., drawing up operation manual applicable to production and work site of all kinds, and developing standards system for digital process and operation management; standards for key products and technologies refer to preparing and revising standards for products including intelligent sewing machine, embroidery machine, automatic sewing unit, spreading and cutting machine, intelligent feeding system, and standards for modulized, transplantable and exchangeable CNC system with standard interface; developing standards for a wide range of CNC or AI based automatic sewing parts, for example, automatic change of bobbin thread, automatic winding, smart clamping, automatic feeding, automatic cutting; regulating and defining all the AI technologies and measures related to human-machine interaction, machine vision, and biological identification used in various intelligent sewing machineries.

III. Orderly performance of tasks

As for how to fulfill the key tasks step by step through holistic planning in the next stage, Chen Ji has put forward the following suggestions:

Firstly, to strengthen development planning, analyze and flexibly adjust the growth target and plan of each field and enterprise concentrating on the macro national strategy of Made In China 2025 and power strategy of sewing industry;

Secondly, to keep taking advantage of innovation, positively carry out technological benchmarking and application innovation, adopt in an orderly manner the latest technological achievements from the upstream and downstream of the industry chain taking into account national directive documents or directives issued by the light industry, for the purpose of updating the standard system;

Thirdly, to consolidate the resources through overall coordination, entirely fulfill the functions of platforms like China Sewing Machinery Association, National Technical Committee of Sewing Machinery Standardization, Subsidiary Technical Committee of Electro Sewing Machinery Standardization; enterprises shall also perform their functions as the major players; the industry is expected to bring in desirable resources throughout the industry chain and input from institutions, explore the setting of standardization branches or affiliates, such as subsidiary technical committee, work panel, and revamp the organization and work structure of sectoral standards;

Fourthly, to emphasize the promotion of standardization with industrial association, enterprises and institution completely playing their parts, create a positive growth environment for standardization through particular activities like promotion of key standards, quality improvement, standard pioneer program among enterprises, so as to reinforce the quality standard awareness and input on the whole, and accelerate the high quality development;

Fifthly, to take the initiative to put forward talents plan, build up the coordinated system of tech innovation, introduce and implement all kinds of knowledge update programs and talents cultivation/attraction scheme, and keep providing guidance and support to leading enterprises regarding the transition of standard talents training mechanism from attraction and cultivation into incentive and improvement;

Finally, to ramp up international exchange and cooperation, speed up diversified global communication and cooperation from many aspects, stimulate the initiation, formulation and revision of international standards, and contend for transnational influence and discourse power with product and technology like embroidery, spreading and cutting machinery as the opening.
